Del. Robert Marshall (R-13) was one of a several individuals questioning the Northern Virginia Transportation Commission’s (NVTC) partnership on this project. NVTC is exempt from House Bill Two (HB2) that requires the Commonwealth Transportation Board (CTB) to publicize how they select new projects to fund with tax dollars.
